PREHEAT oven to 425 °. If using a black pan, heat to 400 °.
COMBINE dry ingredients.
CUT in oil with pastry cutter until crumbly texture.
COMBINE honey and lemon juice in glass measuring cup and add enough milk to make 1 cup. WHISK thoroughly until emulsified.
When the oven is at 425°, ADD the wet ingredients to the dry. MIX only enough to moisten–dough will be very soft.
SCOOP directly from pan unto prepared cookie sheet with a 3- Tbsp. scoop. (An air bake pan or parchment paper helps keep them from getting too dark on the bottom.) QUICKLY put them into the oven as the baking powder activates as soon as you mix in the liquids.
BAKE at 425 ° for 15-20 minutes.
Always use nice fresh baking powder for best results.
